In the aftermath on the attack of Pearl Harbor by Japan, President Frankin D. Roosevelt issued Executive Order 9066 on February 19, 1942. This allowed the military to forcibly remove Japanese Americans and legal residents of Japanese ancestry from any location on the West Coast without the right to a fair trial or hearing. Civilian Exclusion Order No. 5 issued by the Western Defense Command and Fourth Army Wartime Civil Control Administration targeted any persons of Japanese ancestry living within the San Francisco area. It is dated April 1, 1942, and General J.L. DeWitt signed off on the order along with many others throughout the West Coast.
